European Commission Announces Latest F-Gas Regulation Developments: Key Slides Released

At an informational session hosted by EPEE on December 12, 2022, the European Commission (DG CLIMA) delivered a detailed presentation on the upcoming revisions to the F-Gas Regulation. The session highlighted key changes that will impact the HVAC/R industry, and the Commission’s slides were made publicly available.

The new regulation is expected to be adopted following a vote in the European Parliament in January 2024 and to enter into force by March 2024. From 2025 onward, the regulation will introduce F-gas quota pricing, cross-sector quota usage (with an emphasis on increased allocations for heat pumps), and a continued phasedown of fluorinated gases.

Exceptions will be allowed in cases where certain equipment cannot be installed due to safety reasons, although the specific implementation details for these exemptions are still under discussion.

Additionally, a new legal framework for training and certification will be released in 2024. Individuals handling alternative refrigerants will be required to obtain certification. Finally, from 2025, the export of certain F-gas-containing products will be prohibited.
